This book contains reports on the presentations and discussions of the
Helsinki Round Table, 30 April - 2 May 1993, together with the conclusions
and recommendations adopted by the participants. These are published in
order to promote international law and to contribute to the reflection
and action of the Council of Europe and of other international organisations
in the field of cultural rights.
Furthermore, the report provides documentation and reference to the human
rights framework. Observations resulting from the three workshops ´Ensuring
Equal Opportunities to Participate in Cultural Life´, ´Ensuring Respect
for Human Rights in Cultural Policies´ and ´Protecting the Rights and
Freedoms of the Artist´ have been presented in a manner true to the discussion
which took place and do not necessarily reflect the views of the editors.
Annexed are various background papers presented during the Round Table,
as well as biographies of contributors and a list of participants.
